The Bill (Reg.No.1363) proposes amendments to the Laws of Ukraine in the area of Standardisation and Certification, with regards to cancellation of the obligatory status of standards; obligatory certification of specified goods and services; and placing on such goods an identification of the regulations to which the home products must conform. The Cabinet of Minister will adopt a named list of products subject to obligatory certification, and the product safety requirements for all business entities.

 

Committee members pointed out that today, thirty-four commodity groups, embracing over 400 named products, are subject to obligatory certification, and in reality all goods must conform to various standards and specifications. This is one of the major barriers for progress in innovation, as any procedure for placing a new product on the market, or launching a new production process, is very complex and expensive, and it impedes the application of up-to-date technologies, use of modern materials and manufacture of innovative goods.

 

The passing of this Bill, as was mentioned at the meeting, will contribute to the elimination of technical barriers within several types of business, and the adaptation of legislative acts, in the area of technical regulation, to WTO requirements and EU Directives.

 

Several of the People´s Deputies felt strongly that this Bill is premature, and expressed their concern that domestic manufacturers will become unprotected when facing foreign manufacturers.

 

Following deliberations, a decision was reached, and passed by a majority of votes, recommending that Parliament adopts this Document at the First Reading.
